it's been confirmed that there's no flight on planets in outlaws and that there will be set landing spots u can land on, meaning u can't land anywhere. Got this info form the same QA that revealed planet size.
This is speculation: But to me it looks like a cutscene when u first take off and then you gain control when the ui shows up, like u said. If I had to bet, I think this means u can't manually take of or land, it's just a cutscene. So maybe not all that different form starfield. either way I dont think this is a bad thing, these games are not no man's sky, there is way more going on on the planets.
