He's using the 4090 @1080p to ensure that the GPU isn't doing the heavy lifting, and the added stress is put onto the CPU. This test is showcasing the CPUs. Nothing else. There are many videos on R57500f RTX4070, R55600x RTX4070 builds if all you're looking at is the FPS counter.

Sure there is a difference with a 4090, but can you test it with something people are actually likely to own? 4070, 7700XT, etc
