14 inch duct return would be fine for 2.5 ton

This seems to happen a lot, especially in residential. fixed one up the other day that had a 4 ton system trying to get return air thru a 3"x 14" stud bay. supply ducts were a mess too. plenum was end- tapped so one register was howling and the others had almost nothing.
