Police Captain Kenneth Albotra believes that retired Police Colonel Royina Garma implicated him during the House Quad Committee hearing because she wants to divert the attention away from her.


He firmly denied any personal knowledge of a reward system tied to the war on drugs during former Pres. Rodrigo Duterte's administration, stating that he had no involvement or awareness of such a program.
