Not good enough . All employment agencies in EU need to be under heavy surveillance 24/7: They are enablers for human trafficking and corruption aka money laundering also a big security risk for citizens of EU and Europe in general. (My small country has 700+ agencies and we lost thousands of people already and nobody knows where they are in EU now.) BTW agencies are owned by RIGHT and LEFT its a good business.

Is it non-EU or non-Schengen?

Ireland will not partake because of a personal reason or because it is not part of Schengen so it doesn't make sense to partake?

EES to be gradually phased in from late 2025 and ETIAS from early 2027 .
