To me the cannon campaign kills Harper, saves Mason & kills Menendez

I think Harper dies because when Farid dies instead no one cares about him & you can't even find his body. I think Mason lives because that's how he is in the opening cutscene when you launch the game. I know Menendez dies because Treyarch confirmed it in a timeline video released before BO3

Isn’t the easiest explanation the most likely? I’ve always run on the assumption that modern warfare and black ops stories are in alternate universes. I mean hell, the original modern warfare series and the remake of the series recently even seem to be in different universes, or timelines
