Speakers:
Brenton Rasmussen, Aspiring Intelligence and International Affairs Professional, UVU Open Source Intelligence Center
Sabrina Allen, Strategy Support Assistant, Space Dynamics Lab; UVU Open Source Intelligence Center
Our presentation will focus on the role of open-source intelligence in decoding Russian propaganda, disinformation, and military strategy. The purpose of the presentation is to highlight the increasingly prominent role that OSINT practitioners- whether acting independently, with an NGO, or in an official government position- will play in future global and regional conflicts.
We will begin by presenting a specific definition of OSINT to be used in the context of this research, followed by a brief overview of the Russian-Ukraine conflict. The presentation will then delve into the ways in which OSINT can and has been used to analyze Russian propaganda and disinformation, including the use of social media monitoring, image, and network analysis. Specific case studies will be used to highlight these points, drawing from the experiences of various individuals and non-profit organizations. The presentation will also discuss how OSINT has been used to uncover Russian military strategy, such as through the analysis of satellite imagery and other geospatial data as well as unscripted online activity by military members. Furthermore, we will discuss the challenges and limitations of using OSINT in decoding Russian propaganda and disinformation, including the need for advanced technical capabilities and the potential for misinterpretation of data.
Specific OSINT tools, resources, and databases that have been utilized throughout the war will be presented. The presentation will conclude by briefly discussing how OSINT use in the Russia-Ukraine conflict has changed modern warfare, the ways in which OSINT practitioners have challenged conventional understandings of traditional and irregular warfare, and what role citizens around the globe can play in shaping the trajectory of future conflicts. Attendees will be able to walk away with an increased awareness of their ability to contribute their skills to “information wars” and geopolitical conflicts around the globe. The total presentation length is expected to be 45-60 minutes.
