Scotstarvit Tower is in the care of Historic and Environment Scotland (previously known as Historic Scotland). If you are planning to visit, park at the Hill of Tarvit Mansion, and walk back to the tower. With the tower, there is only external access. I had heard that there was a key kept somewhere, but that doesn't seem to be the case.
