An Oregon resident here. As shown by the multitude of tents and garbage, homelessness is a huge problem in Oregon but is hardly unique in that regard. Oregon is, in fact, a fairly wealthy state. There is a massive housing crisis for people having limited incomes in Oregon but this is not simply a local or regional problem. Basic, yet adequate housing needs will not improve until we provide decent housing for people throughout our nation. Society can't just turn our backs and pretend homelessness will go away without significant investment and access to mental health health and job training services.

Coos Bay and Portland are my favorite towns on the list. West Portland is a good area to live in. East Portland has most of its problems.
