Good question. I think the damned in hell will be ressurected during the great throne judgement. It says in the bible that even the people who crucified Jesus will rise out of their graves just like the good people. So when all life is ressurected, God literally means every being that ever lived from Adam until now---for one final judgement. Than those who oppose God will be cast into the Great lake of burning sulphur.

If it correct to say that when heaven and earth including the cosmos, when supernatural and natural are "combined" it'll be the new earth, or a glorified earth better yet a glorified cosmos (including everything, the universe, people, souls, etc.). In short the whole cosmos will be glorified when it combines with heaven for an even greater happiness of the glorified bodies (us, if we make it)? the opposite is it for the damned I guess- more ouch (do your best not to go there). The spiritual universe will be united to the physical universe, co-existing ... sounds absolutely awesome and exciting.
