Couldn't you use console commands if you're on PC? Like, if you have a playthrough where you've gotten all achievements, there's no achievement penalty with using console commands.

Dont go to Weynon Priory AND dont advance the Dark Brotherhood questline. If you dont want to do the whole Mages Guild questline, Shivering Isles has a quest for the Hills of Suicide where you have to find 5 skulls that reward you with a greater power thats basically the Staff of Worms once per day

All that for some flamboyant robes that make no sense for you to even have😭😭😭
