By the very nature of our mission, The Herald Institute is needed in Broken Countries in need of repair--which also means that they are in greatest risk of descending into chaos.

When it is physically impossible to evacuate all 10~50~100~300 million citizens, who should be saved first:
[A] the foreign-citizen Masters and their families--whose country it is not, but who came to help raise future Statesmen, a goal which has ceased to be feasible amid the chaos?

[B] the 1,500 twelve-to-eighteen year old boys, and girls of the same number, who are that country's future Statesmen--who hold citizenship therein, but not citizenship in any other country? and what about any siblings who are not Herald Boarding Academy pupils?

[C] that country's children beyond the 1,500x2--the millions~tens of millions who neither are associated with The Herald Institute, nor hold citizenship in any other country?

or
[D] anyone and everyone else among that country's population who wants to flee--especially those who have skills which will be most needed when the chaos passes and it is time to rebuild?

FEASIBILITY: How does one even arrange the logistics--100~300 foreign-citizen Masters plus spouse and children (100~300x4=400~1,200); 3,000 pupils; more; far more. Does one have a port or runway within the location, or access to one nearby? From the location within the country itself, to which other country's direction does one evacuate, and which countries will accept such numbers?
