Linux and it's distributions are published under the GPL (Version 2 specifically IIRC) which allows for the sale of code/programs made with other GPL code upstream. The only requirement is that they provide the source code and allow people to fork it for their own projects. Ubuntu's biggest "competitor" if you can call it that in the desktop distro space as the default "beginner stable distro" is literally forked and downstream of Ubuntu itself (Linux Mint). It's main branch is based on Ubuntu. Ubuntu itself is also forked. It's forked from another upstream distro of Linux called Debian.

While they were not required to, Ubuntu actually initially gave out the CDs for free, but shipping costs became an issue as Ubuntu grew, people exploited it, and tech got caught up to the point where downloading and flashing USBs was not an issue anymore. The price was introduced more as a gatekeeper to prevent costs from growing too high and to maintain supply for the market that actually needed the CDs and couldn't get Ubuntu online. Ubuntu has always had a free download online and Ubuntu now offers no CDs or any other paid way to get the distro. But Ubuntu could go completely paywall if they wanted to, as long as they provide the source code. RedHat (another distro) also show u don't even need to provide it openly, they give the source code to people who have the paid license IIRC. Few distros are paid only, even RedHat can be downloaded for free but they exist. "WinLinux"'s derivative (the distro that got sued by Microsoft and won) is still around and it's paid only. They changed their name, not because they had to but because Microsoft paid them to. Usually the paid only ones are only for the enterprise market, and buying comes with perks like help and support.

Having only had played Mario Kart 64 and Diddy Kong Racing otherwise for "racer w/ weapons", this immediately became an addiction for a hot minute... until I found Twisted Metal anyway. I didn't need the racing parts, and we eventually had the "Burnout" series for carnage racer
