I rather have Hifumi as Phantom Thief then Morgana or Haru. She brings more to the Table both Social Link and Ability wise. She is prettier and smarter then both combined. She is a Gamer, has a interesting Personality when she plays Shogi, is beautiful to look at and so many other Things. She is a far superior Phantom Thief. I would even say i like her as much as Makoto and maybe a slight bit more and would replace Makoto with her.
