i can suggest an idea to reduce the gap between rich and poor morever with developed economic.
the government can issue an law that says "the expenses of all the persons can be chracterized by a part of their income". For example a person had to give 8% to 12% for education of a child and we can think manymore about the expenses mainly about the basic needs.
