Having triplets is hard. But so many people don't know who to be parents.
They don't make rules at an early age. Around 18mo, babies start releasing than crying and screaming work.

Back in the 40’s/50’s the Mother who did not work outside the home , started dishing out disciplining beginning at toddler age , ( about 17-18 months old) and. by 3-4 years, the kids knew she meant business. I know, my Mother did———and I knew how to behave or suffer the consequences . They need to know who the BOSS is, and that good behavior, will result in more opportunities to go more places and have fun time with Mom., and others👍👍

I hope those other people dining were paid actors or at least willing participants.
My daughter avoided dining out with her two and only did online grocery shopping.
It was difficult having her kids learn how to act, but not a single person ever criticized her gave us looks as we worked through it.
And now we do go out and sometimes the kids act up, but that no longer stops her from taking them in public 🎉
