The oil spill was discovered east of New Orleans on December 27 and was caused by a badly damaged 16-inch diameter pipeline operated by Collins Pipeline Co.

Indeed, an October 2020 assessment of the spill site detected corrosion along 22 inches of pipe, but repairs were delayed and fuel continued to flow through the pipe.

"It's especially galling to find that Collins Pipeline's initial analysis determined that the pipe was in such terrible condition that it required immediate repair," Pipeline Safety Trust President Bill Caram told the AP.

The pipe had lost 75% of its metal at the worst areas of corrosion during the initial inspection more than a year ago. This would have necessitated immediate repairs, but a second examination determined that the damage was not severe enough to trigger federal law-mandated repairs.

This delay has had a negative impact on wildlife and the surrounding ecosystem.
