Your instruction won't work to people who are just depending on welfare. First , people needs jobs. Every time people learns something needs money. One spends money to get money. What if one has nothing to stretch about? IS there any solution where to get free money or grants from the government to start on. ANY business that doesn't need any guarantor? I am a baby boomer generation member. This would be a nice "pipe Dream", but I spent my entire life making minimum wage: less than$200,000 life-time income and now less than $1000/month Social Security [less than  $12,000/year] retirement income.
