I believe this has nothing to do with articles. A fact that EU parlament passed something does not mean much yet. First it needs time before any law is put into force. For "laws" from EU parliament it is even more complicated. First, becouse they are not Laws as such. They are "Regulation". These regulations must be adobted by individual countries of EU and absorbed into their own laws. This can take months to years for that. In extreme case when one country really disagree with some regulation, it may never be put into force. This is just what it is. Company making money by making copyright claims.

The EU parliament is elected - and leaving the EU means an end to freedom of movement. EU citizens (like me) can live and work in any other EU country with zero paperwork - this is very cool and will be gone.
