I'd say 18's base speed is faster than most characters base speed. Overall you possibly win. Gas was busted as Hell in the manga and was holding his own while deteriorating against Goku and Vegeta.

You should add a Ki category for DB for how much Ki they can store

I think the time skip is useless beacause 18 ist to slow. The time skip holds only a very short amount of time. And Jiren is a bit to weak because of that the time skip is useless. Even against ssj blue Goku the time skip not worked
