Don't think you understand very much about the ground game in Syria. The people you claim have taken over the whole country have absolutely no control over the Kurdish areas and several other areas. They have taken over the area that was formerly controlled by the government forces. This is only approximately 1/3 to maybe half of the country. Additionally, the new people that are in control in Damascus have stated they are going to protect the Russians that are still in the country. While it is true that the Russians have probably lost both their sea in land bases in Syria, we don't know this for sure yet. The Russians panicked and moved most of their assets because they knew there was a lot of anger against them for helping murder, imprison and torture the civilian population that was in the government controlled areas. Murderous dictators know they're hated by the people they oppress.

Check out the French mandate for Syria in 1920. France had intended to create 5 different states along ideological grounds (including Lebanon as #5). Looks like that region may naturally fall into those divisions anyway.
